According to Google the recommended smartphone-optimized website configuration is Responsive design. That is, to serve the same HTML for one URL and use CSS media queries to determine how the content is rendered on the client side. With this in mind and knowing that on average each of us use 2.3 devices to stay connected it would be a silly move to ignore Google.
